VALCOUR CAD/RMS MONTHLY UPDATE - June 2021

The transition to the Valcour CAD/RMS solution continues to make great progress. Thanks to the continued dedication of many, the project remains on schedule for VSP/VSP Dispatched Agencies to go live August 1st, 2021. Below you’ll find updates from the Project team on the work they have been doing over the past month. Please distribute widely to people who need to know.

Project Reminders

  • VSP/VSP Dispatched Agencies are scheduled to go live with the Valcour solution August 1st, 2021.
    • CrossWind continues to hold the Brown Bag Lunch Seminar Series. The Brown Bag Lunch meetings are held each Friday at 11am and are open to all Program Managers in the August 1st rollout. It is a great resource not only to meet colleagues from other agencies, but also to get individualized assistance with your current rollout milestones.
  • DPS will cover the cost of the Valcour software licensing, development and basic training for Statewide Law Enforcement.
    • Commissioner Schirling & Valcour Governance Board (VGB) will be providing guidance around the Valcour User Agreement from CrossWind.
  • Department of Public Safety (DPS) is hoping to transition all law enforcement agencies in the State of Vermont over the next two to four months.

For current Spillman Agencies: 

Q: What happens with the State Spillman solution the next day after we go live?

A: The existing State Spillman solution will be available for you to update existing cases through 12/31/2023 including NIBRS reporting and for historical data reporting.  

You will not be able to add new incidents in State Spillman.  

Q: What is the impact if an agency in the first rollout elects to go live in the second rollout?

A:  VSP will no longer dispatch or add new cases in the State Spillman. If you want to remain with Spillman you will need to find another agency to dispatch for you.    

Q: What happens if an agency in group 2 wants to go to group 3?

A: There will be no third rollout. The State does not want to pay for two active dispatch systems.  

Q: How long will the State Spillman be available?

A:  For Agencies in Group 2, dispatching in the State Spillman will remain until that cutover occurs. 

For all agencies statewide, the State Spillman data will be remain available indefinitely. The existing State Spillman solution will remain available for you to update existing cases through 12/31/2023, including NIBRS reporting, court order management and for historical data reporting.

  • Statewide agencies continue to use Spillman Application to modify historical case data, add arrests for existing Spillman cases, report NIBRS data, process Court Orders expunge and seal records
  • VSP and Dispatch Partners stop using TraCS Eticket solution

 

  • Remaining Spillman agencies Go Live with Valcour
  • Statewide, access to add new incidents in Spillman are closed
  • Remaining Dispatch Centers use Valcour to monitor and dispatch Officers
  • All Dispatchers use Spillman Application to view Spillman Data
  • Statewide agencies continue to use Spillman Application to modify historical case data, add arrests for existing Spillman cases, report NIBRS data, process Court Orders expunge and seal records
  • VSP and Partners stop using TraCS Eticket solution, plans will be finalized for shutting down the TraCS solution.

 

  • Last date to submit NIBRS from Spillman cases
  • Statewide access to use the Spillman Application to modify historical case data, add arrests and process Court Orders to expunge or seal records is closed

 

  • Legacy Data is available only via new long -term legacy data solution 
  • Any major crime/cold case updates must be made via a new Valcour incident if not already in progress
  • All NIBRS reporting done via Valcour
  • Processing Court Orders to expunge or seal legacy incidents will be done via new long-term legacy data solution
  • Any reporting against legacy  data will be done via new long-term legacy data solution

 

  • Historical Spillman infrastructure will be shut down
  • Access to historical data through the long-term legacy data solution will continue as required indefinitely

 

Recent Activities

  • The current Valcour Governance Board (VGB) and the VIBRS Board for Spillman have merged. They both have voted on and accepted the Statewide Law Enforcement Charter.  
  • Completed Basic Valcour Training webinars for VSP/VSP Dispatched Agencies the end of May.
  • Development for Release 1 rollout continued and is on schedule to be completed by July.
  • Began Focus, Update and Module Training.
  • Started Program Manager Startup Testing on the Trainer Server.
  • Users began using the Training Server.
