Why are we moving to a new system?
We need a CAD/RMS to provide functionality that meets today’s need for comprehensive data analytics and data sharing while providing a robust system for dispatchers and officers. Providing for the safety of our law enforcement officers, other first responders and those citizens we protect are among our highest priorities. In addition, the necessity to provide timely, comprehensive, and accurate data to the public, and those who will decide future policy and legislation, demands an update to the current CAD/RMS. Future CAD/RMS policy and criminal justice related legislation must be based upon our collective experience and proper documentation to help ensure the success of these two interrelated endeavors.
Your feedback will help us guide this project. A few answers to frequently asked questions are below.
Do we have to move to the DPS contract, or can we continue to work directly with CrossWind?
You can continue to purchase Valcour directly from CrossWind at the current price list, however the DPS CAD/RMS contract offers the current functionality of Valcour and most of the new functionality enhancements of the Valcour Pro modules at no cost to all VT Law Enforcement Agencies.
How will decisions be made regarding development priorities?
The same as it is now, through a cooperative effort including the Program Managers, the Valcour Working Group, the Governance Board and CrossWind. New agencies will be included in the process.
How will the roles within the Valcour Community change (e.g., Program Managers and Mentors)?
They will not change.
How will data and security policies be made? How will the Valcour Community be represented going forward?
The Valcour Governance Board with input from users, Program Managers, CrossWind, DPS leadership and technologists.
How will the Valcour rollout work for current Spillman Agencies?
The first rollout, scheduled for this summer, will include the Vermont State Police (VSP) and is open to the agencies dispatched by VSP.
NOTE: All Spillman Agencies, please contact Betty Wheeler (contact info below) to express your desire to move and when you may be ready. If you want to be included in the first rollout and we have the capacity, we will contact you. Quarterly rollouts will be scheduled thereafter.
Is this a mandatory move?
Not currently although we expect the Legislature may move in this direction soon.
What’s the impact if we don’t want to move?
You would have to enter into your own contract with Motorola at your expense. This will include getting your own Spillman server system up and running.
NOTE: The existing Spillman solution provided by DPS will be available for existing case updates through the calendar year plus one year for NIBRS reporting and for historical data reporting. Any dispatch use or new case entry and management would only be allowed via your own Spillman server and contract with Motorola.
If my agency decides to move to Valcour, will we be required to update, or replace any of our current systems we currently use to access Spillman?
Valcour functions across all platforms (Windows, IOS & Android). Unless you chose to move to a different operating system, we anticipate your current system and mobile data terminals will not require changes or upgrades.
What about TraCs Eticket?
Because Valcour has a built-in Eticketing solution that can use the same hardware (scanners, printers, etc.) that TraCs does, DPS will ALSO be shutting down their TraCs Eticket solution at the same time they shut the Spillman server down for new entries.
If you don’t want to move off TraCs, you would have to enter into your own contracts with Iowa and TEG and provide your own server for your solution, similar to staying with Spillman.
