In the spirit of the Department of Public Safety modernization strategy found at Vermont Department of Public Safety Modernization | Department of Public Safety, and following a competitive procurement process, the Department of Public Safety (DPS) recently signed a contract with CrossWind Technologies to transition to their Valcour CAD/RMS.
Working with state, municipal and county agencies, DPS will implement this modern CAD/RMS over the next six to twelve months, beginning in January 2021. The schedule will be a dynamic process, with agencies working together every step of the way to make sure the transition is as smooth as possible.

DPS hopes to transition all law enforcement agencies in the State of Vermont. The Department of Public Safety will cover the cost of the software and development and basic training; we will begin to pilot the new system in March, 2021. It will include the current functionality of the Valcour operating system, along with many new enhancements that will continue to be added throughout our relationship with CrossWind. DPS intends to govern these changes with a single governance board. The current Valcour Governance Board and the VIBRS Board for Spillman are planning a consolidated merger.
