The transition to the Valcour CAD/RMS solution is making great progress. Thanks to the hard work of many, the project remains on schedule for VSP/VSP Dispatched Agencies to go live in July. Below you’ll find updates from the Project team on the work they have been doing over the past month. Please distribute widely to people who need to know.
Project Reminders
- Department of Public Safety (DPS) is hoping to transition all law enforcement agencies in the State of Vermont over the next five to twelve months.
- DPS will cover the cost of the software licensing, development and basic training.
- VSP/VSP Dispatched Agencies are scheduled to go live with the Valcour solution in July.

Spillman Data
Spillman application will continue to be available for about two years. You will be able to review and add data as necessary. This includes reports and statistics.
We will consider Spillman data legacy data. A working group was formed and is actively working to meet the following objectives:
- Identify legacy applications and data sets.
- Determine possible access methods to legacy data sets.
- Prioritize data sets for access.
- Build timelines for each data set.
Recent Activities
- Completed the Pilot Program: Municipality (Essex PD) and VSP (Middlesex & Shaftsbury).
- Essex PD went live with Valcour April 15th.
- The merged Valcour Governance Board (VGB) provided final draft Charter to DPS Commissioner and Legal for their review and feedback.
- Started Basic Valcour Training webinars for VSP/VSP Dispatched Agencies.
